I think the vast, vast majority of packages will just use ASCII. I do not forsee many of the compatiblity problems mentioned in this thread coming up often in practice for the very few filenames included in Debian packages. So I think we should allow people to use non-ASCII characters for particular uses, and those should be in UTF-8.
