Hello Developers,

Policy 11.9 document the way permissions of files are handled. It basically
say "Put permission in the package as you want them on the installed system".

There is one case where it is false, when you upgrade a package and want
to change the permission of a directory in a new version. dpkg will keep
the old permission so you must use postinst script.
This behaviour is not well documented see

Documenting it in this section may avoid mistakes and would be logical.
