Section 9.6 of the policy says about debian/shlibs.local:

     This file is intended only as a _temporary_ fix if your binaries or
     libraries depend on a library whose package does not yet provide a
     correct `shlibs' file.



I propose to add a note that a debian/shlibs.local must be there when
the source package builds the library itself.

This is not correct; see the footnote in section 9.2 of the current
policy.
