Something more like ``The location of all installed files and directories
must comply with the Linux Filesystem Hierarchy Standard, except where
indicated otherwise (or where it's just plain stupid).''

Putting files in /opt and symlinking from /usr/bin is quite legit as far
as FHS compatability is concerned, but it's not legit for Debian packages.
(And it's not just a bug, it's one that'll get your package kicked out)
