I agree with Anthony: this is not yet appropriate. At a later stage when we distinguish "MUST" in the RFC sense and "MUST(*)" = "MUST and RC if you fail to do this", then Build-Depends can become a plain MUST. But I'm not ready to do this yet (time constraints).
