I disagree.  This list doesn't overrun with policy proposals.  The traffic
level is fairly low.  Your proposal would only serve to discourage people
like me who are (or try to be) fairly knowledgeable about the issues from
making policy proposals in the first place.

Or maybe that's the idea...hmmm...
