I interpret the exemption as drawing a line between the X Window System proper (which is what the FHS addresses), random programs compiled using Imakefiles (to be migrated later, once they are compiled using changed template files) and other programs that happen to use X (to be migrated by the maintainers, when the maintainer chooses to do so). -- Marcelo
