Hypothetical example: encryptit is a DFSG-free user-mode file encrypter/decrypter, that uses a plug-in architecture for it's encryption algorithms -- thus there is also encryptit-idea, encryptit-des, encryptit-blowfish, encryptit-rot13, and so forth. Because IDEA encryption is patented, encryptit has to be in non-us/main.
By your wording, since encryptit uses encryptit-idea, encryptit must be on non-us/main as well. This seems not ideal.
Perhaps "A package that depends on a package which is distributed via the non-us server has to be stored on the non-us server as well." would be better? Then encryptit could suggest encryptit-idea and live in main (not non-us/main).
