indeed. debhelper automagically decides where the files will be placed based on package name, so it too would need touching. Then you have all of the crufty rules files which have been in Debian forever and you have quite some work. Without a policy, I doubt we could get serious support or agreement on implementation. I for one would love to be able to tell dpkg-buildpackage that my debian/ dir is over there, use it.
