This isn't exactly related to the task of creating the virtual packages, however I imagine task-secure-system would still conflict with telnetd. This would allow installation of heimdal-servers, which also provides a secure telnet (assuming you use Kerberos authentication...). The virtual package name isn't required here, as there is only one implementation of telnet (well...
