        This is not a policy issue, this is something decided upon by
 the release manager. Talk to the release manager, one the DPL
 appoints one for woody. As Ian Jackson used to say, policy is not just a
 big stick to beat other developers with. 

        So far, Debian policy has nothing in it that mentions specific
 releases, and we should not start now.
