where can I read about build dependecies and where is the decision that we
use them?

debian policy: version 3.1.1.1, 1999-11-22
zcat /usr/share/doc/debian-policy/policy.text.gz | grep -i "build dependency" |
wc -l

packaging manual:

Source packages _MAY_ declare relationships

I dont think it is valif do file a important bug on this package, since it
IS compileable. Otherwise please change the policy.

Greetings
Bernd
