Policy doesn't deal in "should's" -- implement it and we can talk. :-) IMHO, this is a dpkg design question. It's been suggested in the past that it should be able to have a config file where you can say "don't unpack files into /usr/share/doc". This has other uses, eg, with nfs mounted filesystems. -- see shy jo
