As the person who created that part of menu policy, I'll chime in
here: I did that for two reasons. A) The way I re-organized menu
policy was based on the way that the virtual package policy was
handled, and B) it seems to be that having an FTP site as the
canonical location for these things *is* better, as the FTP site can
be updated faster than packages, *and* if the FTP site is canonical,
we don't *have* to update the entire policy package for every minor
change in virtual-packages/menus/mime-categories.
