I'm trying to understand some conflicts between various things I've
read.

I must say that I'm disappointed in the responses I've gotten from
the policy group.  While I've seen one message with specific advice
(roughly: go ahead and propose some changes and we'll judge them),
most of the responses I've gotten have been overly general platitudes.

I'm just an individual developer -- though perhaps one with a unique
perspective.

I have been lurking, for some time.  I've been subscribed for over a year,
and while I can't say I've read every email, I believe I have read more
than half of what's gone to this group.
