The emphasis is firstly on the informal, and we do want it that way: this gives us some leeway in how we do things. This is all predicated on the fact that we are all here to cooperatively amend policy, we try to work together, and we are trying to avoid red tape. Secondly, the current incarnation of the proposal needs further work (we my need to clarify and expand on the formal objection motif, for one, and we may need to incorporate some ideas about how to go about ptoposaing major shifts in policy [which should be infrequent, but we should not lose all that we have learned in the recent fiasco]). The proposal document has a place -- it relates to the informal guidelines about changing policy, after all. The developers reference already contains the constituion. I see no reason to change the location; and I would rahter not further bloat the policy packages without futher reason than this.
