As a user I would like it if Debian had a policy on the location of the 'Additional documentation' that is supplied in the -doc packages as per Section 6.3 of policy-manual 3.0.0.0. Many -doc packages place the actual documentation in the base package's /usr/{share/}doc/<package> directory while others place the documentation in the /usr/{share/}doc/<package>-doc directory. The placement of the documentation should be consistent for all -doc packages. My preference would be to have the documents in the -doc directory. This of course does not include info docs that are installed under the info tree or other misc. man pages etc., only the files that are placed under the /usr/{share/}doc tree.
