Policy needs to dictate that unmaintained and old packages will be removed from the archive after a certain period. Just a general proposal does nothing. I want it to end up in writing so that this never happens again, aswell as voting a resolution to allow for an appointed "audit" group to maintain the archive and keep this going. If this is an incorrect place for proposing changes in Debian's archive policy and general maintainer policies, then please point to the correct list (note, I am speaking general policy not dependencies and such, which the name debian-policy seemed to suggest was correct).
