You are right. What is out there is kind of a proof of concept
thing -- I did not look into either dinstall or apt to see what would
be needed to complete this. May be one of these days ....

I'm sorry, I was under the impression that this was the
conclusion we reached on that proposal (ading things to control.tar
would require every .deb be modified, and we agreed not to do that).
This could be something all the folks who are interested in
becoming developers but are stymied by the new maintainer process can
look into ;-)
