Marcus's argument here is most compelling. It is not the present cost of Manoj's proposal that is prohibitive, it is the future cost of all those prerm scripts. And so, I formally object to this proposal.
However, Manoj's arguments against other ways of moving to /usr/share/doc still hold: any one-shot change will likely end up breaking compatibility. So, I am now convinced that not moving at all is the only sane thing we can do. Let's focus our energies on working on actual potato bugs rather than trying to appease the evil FHS gods. I think all I can say is that it may have been a terrible idea for people to start using /usr/doc in the first place, but it definitely is a worse idea now for the FHS to move this directory to /usr/share/doc. What is the rationale for this change, when all distributions already use /usr/doc? Can somebody remind me again why it's so important to be FHS-compliant on this issue?
