ae is required, as it is the only editor on the base system. This was discussed in the past and I understood that we were going to leave it alone.
If policy implies otherwise, we may need a clarification of the policy that makes it clear where ae stands. Personally, I have no problems setting the priority any way it needs to be. This is a decission, however, which is out of my hands, as it is handled in the override file. I have closed this bug report and cc'd debian-policy. Whatever is decided will have my full cooperation.
