Yes, but it's not working, as demonstrated by a) all the packages that use undocumented(7), but *don't* have a bug report on file (clear violation of policy), and b) all the packages that continue to use undocumented(7) for year after year. The goal was *not* to give people with a way they could avoid providing man pages forever and ever. Unfortunately, that seems to be the main use for it these days. And furthermore, the fact that so many package use undocumented(7) *without* a bug report on file means that those packages could easily start getting duplicate bug reports as soon as people start to notice and look for this. So, it's ineffectual at its original purpose.
