According to Manoj's description of how he wants to use the BTS to
track policy proposals, when a consensus has been reached and the
discussion period ends with no objections, the bug report should be
retitled as [ACCEPTED YYYY/MM/DD] but left as open (severity normal)
and marked as forwarded. When they are actually incorporated into the
policy document, they will be closed.
