If mirror license is not Debian-specific, its license should explicitly allow distribution of the program in modified form, by point #4 in the DFSG. The maintainer asked the author about being ok that *Debian* distributes mirror as a .deb and as a .orig plus .diff. IMHO, the way the question was formulated makes the "ok" from the author to be Debian-specific, but the maintainer disagrees.
