Section 2.1.6 of the policy manual (Further copyright considerations) contains:
Programs whose authors encourage the user to make donations are fine for the main distribution, provided that the authors do not claim that not donating is immoral, unethical, illegal or something similar; otherwise they must go in contrib (or non-free, if even distribution ^^^^^^^ ^^^^^^^^ is restricted by such statements). I didn't think that contrib was for packages with questionable licenses. Shouldn't it say: Programs whose authors encourage the user to make donations are fine for the main distribution, provided that the authors do not claim that not donating is immoral, unethical, illegal or something similar; otherwise they must go in non-free (or cannot be placed on the Debian FTP site and its mirrors at all, if even distribution is restricted by such statements).
