The idea is that while sub policy documents are being
hammered out, they remain in an xternal document under control of the
authors of the sub policy (genrally, these consist of the developers
of the packages affected). This allows for faster turnover, while
still giving the document the weight of policy.
Once the documents have stabilized, they are meant to be
brought under the aegis of the policy group.
Is the emacsen sub policy sufficiently stabilized that it can
become a bona fide policy document, and thus get greater exposure?
