I think so. Firstly, not everyone is actually subscribed to
the policy list. Of the developers who are subscribed, not everyone
is interested in all issues; there are a number of developers who
have expressed an desire not to be pestered with policy
matters. Also, you can lead a horse to the water, but ...
The proposal was posted on -devel and -policy on August the
6th. Initial discussions were also crossposted. On the 7th, I posted
my formal proposal, again to both lists. I mentioned discussion and
decision were to be made on the policy lists.
There was a revision posted to -policy in the middle of the
discussion period, 14 Aug. Another revision was posted on Aug 18th.
The first CFV was psoted here on 23 Aug. The second CFV was
posted on 26 Aug. I fail to see what more could have been done to
flog people into better participation.
A franchize is only useful if you exercise it.
Also, policy has always been decided in such a fashion. This
is merely the first time that the people involved have actually been
counted.
