Policy is a kind of statement of our understanding of our ideals or goals. You know very well that people already have a great respect for debian policy -- it's the clearest explanation of what needs to be done. I don't think that we can make policy enforcement "stronger" except by picking at trivial issues -- we already have a variety of ways where someone can pick up from a maintainer who isn't able to properly deal with a package. Anyways, before you go trying to fix the "too many outstanding bug reports" problem, don't you think you should do some work on finding out why the situation exists?
