Let's forget the policy. And let's take an average Linux user, using the standard command shell (me using bash =)). This user uses the tab key to travel through the filesystem and reach the farthest (?) files. This user (who seems to like talking in 3rd peron about himself) has a little happier life if he can get a list just by double tabbing at "/usr.../changelog", instead of having to get out to the cold big world of "cd" and "ls".
