I originally thought we would use it only for the first of these.  The
third doesn't make much sense.  If serious discussion is still going
on as to whether the fix was adequate, then the bug should be
reopened.

I don't think we would be using it for the second category either.
Instead we might want a policy as to what kinds of bugs are fixed in
stable.  Possibly only critical?
