In his infinite wisdom, the designer (Ian?) has already considered the possibility of multipe keyword value pairs. So now all that has to be done is document the another keyword is useful, namely, closes, and to implement the handling in dinstall, to send mail to bugs.debian.org to close relevant bugs when the packages are installed. Since no format change has occurred, nothing else should need to be changed.
