I just don't think it's a matter for policy, since it's just a suggestion for a single package. Having looked into this a little more, I now think that simple misunderstanding may be why this turned into a major debate. The original wishlist said something like, "please have dpkg follow policy." Of course, what Thomas meant was, "please copy the style mentioned in policy for something unrelated," not "please stop violating policy." And, while hes tried to clarify this distinction later, it's possible that an overworked dpkg maintainer simply didn't take the time to read Thomas' followups with the care that they perhaps deserved. But I'm still not sure.
