For at least two release cycles now where I have been involved with the DPT, I've seen Rebecca work hard to make pandas, a crucial but complex package, pass through sometimes very difficult Python transitions. pandas is one of these packages people _really_ need in the archive (as so many packages depend on it) and I'm very glad someone as competent and dedicated as Rebecca is taking care of it and keeping up with an upstream that is often late in what tends to be a very tiring Python release cycle. As such, I consider them as having sufficient technical competence.
