Bugs are not filed against bookworm, but against versions.

The BTS supports version tracking for this type of situations. A bug can
be closed in unstable while it is still open in bookworm. Take a look at
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1023580 for an
example. Top right corner.
