Bug#1022201: libflac12 compiled without arm64 or i386 improvements

The 'packaging rules' list that only amd64 and ppc64 get asm
optimisations, all other platforms get the configuration option
--disable-asm-optimizations. Why is this? This badly hurts execution
speed on arm64 and i386.
