Since the version 0.7.0 (the last version in NEW queue), there is no longer any files with Alliance-for-Open-Media-Patent-License-1.0 in their header. This AOM-Patent-License-1.0 is only provided in doc/PATENTS, so maybe this will simplify the approval. Best, Dylan
