The package 'stops' contains binary instrument data, which as far as I know, is uniquely created by the undocumented and well-hidden instrument editor feature in aeolus (hold down Ctrl then left-mouse-click on any stop in the aeolus GUI to open the instrument editor).
These two sentences should probably be added to the package description, or at least README.Debian.
