Audacity's acinclude.m4 file currently reads
PKG_CHECK_MODULES(SOUNDTOUCH, soundtouch-1.0 >= 1.3.1

doh! I must have had my eyes crossed earlier and missed the -1.0 in the
audacity code. I will bump the debian folks to correct the name of the
soundtouch pc
file.
I've now changed audacity's acinclude.m4 file to allow libsoundtouch
1.3.0 and higher, so in order to work around the Debian bug you can now
just symlink /usr/lib/pkgconfig/soundtouch-1.0.pc
to /usr/lib/pkgconfig/libSoundTouch.pc and it should work.
Hi,
Just uploaded version 1.3.1 of the debian soundtouch package,
hope it fixes the problem
