No, you don't have to.
Does sending "fixed <bug_num> <ver_num>" have the same effect?
nnnnnn-d...@bugs.debian.org, unlike "fixed", will send notification to the bug submitter, which might not be desirable when you're closing for the second time.
Also, "fixed" doesn't close the bug. When you use "fixed" on an open bug, it will remain open.
