Because you cannot upload the package yourself, it's better to only set the distribution in the changelog (using `dch -r`) and leave the tagging (with `debcommit -ar`) for after the upload. There may be more changes need before the upload, so this prevent the need to modify the tag (which is especially problematic for signed tags).
