As it was a QA upload and Emanuele Rocca is not part of the 'chinese' alioth project, it is likely that Emanuele just uploaded to Debian without committing to the repository. I would encourage you to click "Request to join" on the 'chinese' alioth project and mention that you want to adopt fortune-zh.
