I think you are thinking too much for debian/rules. I have simplified it
to just:
%:
dh $@ --with autotools-dev
The .la file is not installed because it is not listed in
*.install, so no need to remove it. dh_auto_configure already calls
configure with the appropriate arguments for multiarch.
