It would work, but it poses two problem. The first one, and the most
important IMHO, is that by repacking you loose the ability to verify
easily that your orig tarball is the same as upstream's. Also, you would
have to do this for every release.

The second problem might not be one for everyone, but I personally think
that 3.0 (quilt) is better than 1.0 on a lot of aspects — you can
probably find comparisons on the Web if you don't trust my word for it
:-).

So, I repeat, the solution is as simple as this:

$ mkdir debian/source
$ echo '3.0 (quilt)' > debian/source/format
