According to the docs in mentors.debian.net (which I haven't read before), yes. Not having read the documentation before, the fact that the sponsorship request bug was blocking the ITP bug, my intuition was to close the sponsorship request before I did the upload. Also, I considered the sponsorship request to be done with, since the reported problem (not having a sponsor) was solved. That said, I will follow the documented procedure next time.
