Hi Ilyas! No! Anton said you should use a VCS, as git, to store the
debian directory, version by version, to have a packaging history. See
an example here:
http://anonscm.debian.org/gitweb/?p=collab-maint/pcapfix.git. You can
use GitHub or another. Can be a SVN too.

You must declare the SVN in debian/control. Example:
http://anonscm.debian.org/gitweb/?p=collab-maint/pcapfix.git;a=blob;f=debian/control

Do you made a changelog for upstream? If yes, you can't put it into
upstream tarball (keep the original code!). You should put it in
debian/upstream.changelog and use an override in debian/rules (or
another method) to install it in your package. Please, see an example
here: http://anonscm.debian.org/gitweb/?p=collab-maint/f3.git;a=tree;f=debian
