I know this perfectly well, and did not actually said anyone need to wait. I only pointed out to the "why" part, with two variants of the answer: "usual", to give maintainer a chance, and "the developer knows better", which boils down to a question to a particular developer as of why he decided to upload an NMU to delayed queue.
