I'm not hundret percent sure but I think it should be split up. Upstream packages some utilities with bwctl which are not needed in all use cases (thrulay and i2util-tools). The alternative would be to not package them at all from the bwctl source. But there is no upstream source for these utilities other than in bwctl so I think it's best to create the packages for them as well.
