It depends on the version of dpkg in use on the buildd. Until recently, dpkg-buildpackage would run 'debian/rules build', rather than 'debian/rules build-arch' which will typically run build-arch build-indep. If you're using proper build-arch and build-indep targets in your package, this is most likely a transient failure--you could use an explicit versioned build-dep on dpkg-dev to avoid it.
