Tarballs are usually created by upstream when making a release. There are a variety of build system (autotools, CMake, etc) that provide a standard way to prepare a release tarball: if your upstream uses one of those, you can usually follow the same steps to create a CVS snapshot, taking care to choose a sensible version number. If upstream uses no such standardized build system, they probably have rolled their own script to prepare a release. Again, use the same steps to build your snapshot.
