If i understand the question, "Do PPA for Debian exist?", the answer is "no". See for reference http://lists.debian.org/debian-mentors/2011/07/msg00587.html to which it was replied that Launchpad is not free software (to which I replied it was, and received no reply - though probably the real and perfectly valid motivation for not running a Launchpad instance for Debian the huge quantity of manpower required).
